Hello everyone, I applied for group 5 in May 2024 and after receiving the confirmation message for 20+ months there has been no further messages from them, I haven't received my AOR. Is this normal or something went wrong?

Waiting 20+ months with no AOR is not normal. AOR typically comes within weeks to a few months. My suggestions are,
Contact IRCC via webform
Contact you borough MP (can’t speed things up directly, but they can confirm status or flag issues, so you get a real answer instead of another generic reply)
Request a GCMS Notes (only if a file number is confirmed)

Also uganda is 28 month but I didn't understand this 28month is going to start after I summit application or after I received g number

from what I understand, your processing time is retroactively tied to the date of submission, not the date the G-number was issued.
