I landed in Canada 4 months ago and still looking for a job. My partner has no job either. We will try hard to find a job and support each other but if my sponsor is not able to find a job or me either, is the sponsor allowed to go on welfare benefits (believe me it is last resort)?

To the best of my knowledge, neither of you can go on welfare within three years of you landing without having to pay it back. Your sponsor can't go on welfare alone but has to declare you as well (which means if your partner goes on welfare you are on welfare as well). Hopefully someone can confirm or correct if wrong.

Yes the welfare authorities will look at you both if one applies for welfare. But if you really need it, apply and try to get off it as soon as possible. It will have to be paid back, but they don't give you much and once you find jobs you should be able to pay it back fairly quickly.
