Would ask U of A what kind of timeline yoù are looking at to know if you can defer to Winter. If they say a few weeks wait and apply. If not apply with U Of M if you plan on attending U of M if you can’t get deferred.
by the way. When I asked them a month ago they told they will review it and contact me when they decide.
and the problem is, the study permit takes so much long to get processed so I only have one shot at it.

and is it ok to apply if there is still a conditional offer ? Like they are still waiting for my university to send them my transcripts in a sealed envelope

So now, either I apply for a study permit right now using my admission offer from U of M (accepted in Jan 2021) and change the university later if they agreed to defer my admission (U of A). Or just wait till the end of August/beginning of Sep and apply with U of A’s offer if they agreed to defer it.

note the following, the VFS Global offices are closed where I live and we don’t have a Canadian embassy where we live, the vfs usually collect my biometrics and send my passport to the Canadian embassy in Abu Dhabi.

But the country might ease some restrictions next Sunday, hoping the vfs would open again but nothing guaranteed.

So now, either I apply for a study permit right now using my admission offer from U of M (accepted in Jan 2021) and change the university later if they agreed to defer my admission (U of A). Looks like you may be able to start online in September.

The U of A has already stated on their website that I can study online for the fall without obtaining a study permit, until they open the campus then I have to obtain one.

I have read the link that you sent me, they say people who applied for the permit prior of the pandemic (March) will be processed now. While I still haven’t submitted an application yet. Everything is ready to be submitted though.

I am so sorry if I look indecisive, but I have already planned everything (including quitting my job to prepare myself for travel). So I don’t want to miss my studies because of the permit.

Also, what I am most afraid of is my eligibility for PGWP. Yes they WILL count the online terms, IF I have received the permit prior the start of those terms or in that website states, the first stage of approval.

So I apologize for my too many questions. But do you recommend me to apply tomorrow online with the U of A offer (Sep 2020) ? Even though they might defer it to the winter ? In fact I prefer it would be deferred even if I obtained the permit.

Yeah. I will just apply for the U of A current offer letter. That is the most reasonable thing to do imo. Thanks all.

Yes would go ahead and apply for U of M. If you do find out that you get accepted to U Of A would make sure you change schllls as soon as possible so both the school and another international student don't miss out on a chance to study.

Would add that you should also tell U of A that you are unable to study in the fall so they can also accept another student.

I would suggest you go for UoA instead of UoM. The difference in their rankings and their quality is extremely significant. You may have to do a semester online but you will still get PGWP.
That’s why U of A is my first option but I am really afraid from the online study and afraid it might extend to the Winter or even Spring term. Also, with the huge time difference where I live (+9 hrs) I prefer to study in Winter honestly (equivalent to less online terms).

And as Canuck78 also said, ethically, I should refuse one of the offers to let another prospective student to enroll and take my seat. I really feel bad about it already.

I really need to improve my decision making skills.
 
Those are good reasons but just know that UoA has a national reputation which means your degree would allow you to work anywhere within Canada if you so chose to where UoM is only good for Manitoba (and may Sask). And UoA is located in Edmonton while UoM is in Winnipeg, not really known to be a great city. Anyways the choice is up to you. Not sure about UoM but Alberta is considered top5 in Canada usually overall

Just one last question, if I apply for UoA for the Fall term 2020 and passed the initial eligibility stage but UoA agrees to defer my offer to the Winter term. At this situation should I re-apply for the study permit? Or just update the offer letter on my IRCC account and that’s it?

Not too sure in that situation actually. Maybe @canuck78 or @bongoman may have a better idea

I honestly don’t know, but May 2021 is way too far to know now in my opinion

Sorry drawing you back. just needed some hope in this if there is any. How you managed to secure one. I have Written to not less three supervisors going to months now still no reply from them. I resulted in calling their numbers provided on the website, but still not picking up. Hope calling them isn't against supervisors ethics?

Secondly, my friend intend applying to UNBC and was able to contact a supervisor, but her slots are up, so she referred her to another supervisor who is in another department but have the same research area with her. so contacting the supervisor, he agreed that he isn't part of the department she is applying but will work with her. That she should use him in her application and when she comes over, the will work together. Now she is confuse if she can work with supervisor from another department though with same research area. She has written to the school and department for clarification still no reply from them. So please you have idea in such case what she needs to do?
