I got DM and then PPR 5 days later on ecas.
GC KEY changed to everything showing complete or approved after my COPR was issued.

Got Pre-arrival services letter on 2nd October 2018.
Status on GC key is BC in progress.
My question is should I email the CIC about delay after 24th October 2018?

I would definitely contact CIC. Just call them and talk to an agent.
