Got one photograph back with CoPR

Hi All,
When I got the envelope, its contents were
1. One copy of CoPR with an attached photograph
2. One copy of CoPR without the photograph
3. One photograph
I thought that the photograph had came off the 2nd CoPR , so I glued it to the CoPR which didn't have the photograph.
Please confirm this would not cause any issue. Though I didn't use a lot of glue, if I try and remove it now, it might damage the 2nd copy of the CoPR. Kindly advise.

If you can't remove the photo without damaging the paper, just leave it as is.

Hello I soft landed in February. After seeing your reply,I just checked my COPR and it has a photo attached to it. Could the officer have mistakenly switched them? Is this the reason my PR card isn't issued till now? When I called the call center before they informed me that there was no issue with the PR card and delay is only due to to Covid.
