I have included one letter with my work permit application that was provided by my employer that clearly says my dates of employment and where i am going to work, job duties, job position etc. But CIC said this is employment offer letter, they want some kind of reference letter from my employer. That contains the date, signature of the author of the letter, a complete description of your duties, your job title and the dates of your employment.

I am not sure what kind of document they need and how it would be different from my letter that i hv submitted before.

Can somebody provide me sample document that was used as a reference document with work permit application.

Yes, what you submitted is the offer letter which does not tell CIC whether you actually accepted the offer and did the job. Ask your employer for a "record of employment"(I think that's what most HR departments call it) or better yet, give them a copy of the letter from CIC so that they know what to include in the letter.
