Don’t know what you are taking about but most likely you are being scammed. You need a LMIA to apply for a job. The LMIA from your employer proves that no Canadian or PR can be hired or has the skills, only you.

sounds like a scam. You do not need to pay any fee.
If your work permit is applied under LMIA, your employer needs to pay and apply that for you. I don't see a store keeper or cleaner position not able to hire any Canadian or PR and only you can do.
