My friend just got her open work permit. She came here on a nanny visa and has been here a couple years. Once this open work permit comes you can apply for a student visa/permit from what I understand. She desperately wants to go to University to upgrade her skills, but the international fees are too high to make that possible.

What I'm wondering is:
Can someone with an open work permit go to school as a domestic student while their permanent residency is processing? Is there anyway to be classified as a domestic student under this status? Any advice I can pass along?

1. No, they need a study permit as they are not residents yet, so they will pay international fees.
