This is tough!!!

"Under growing pressure from not only the general public, but also members of his own party, Jason Kenny, Minister of Immigration, Citizenship and Multiculturalism, has resolved to further tighten existing immigration controls, especially the permanent resident program.

"Permanent residence, like citizenship, is a profound privilege. New immigrations should not simply aim to meet the bare minimum residency requirements, but should strive to contribute to Canada in their full capacity", said Minister Kenny. The new regulations, going in effect in January 2014, will require permanent residents to maintain residents in Canada for at least four of the last five years. The current regulation requires only two years of residence.

This new emphasis on permanent residents follows the RBC Royal Bank scandal from earlier this year that found Canada's largest bank in the middle of a social media nightmare after it hired foreign workers to replace its permanent workforce. Ok, I'm just kidding. But I get angry when immigrants focus just on meeting the minimum residency obligations so they can spend the rest of their time back home. They want to stay home, but come to Canada when they need health care. Well, what about the rest of the year? Why even apply to become a permanent resident if you're worried about meeting residency obligations? So unethical. Yes, there are cases when unexpected things happen and you have to move back home for a while. But many immigrants want Canada's good stuff without staying here and contributing to it. I hate them. And I am an immigrant.

I may be wrong, but... did you notice the little line in paragraph (2), "OK, I'm just kidding."
Agreed. I read it this way as well. There's no article to find because this never happened.

Okay, I thought he was joking only about the new rule being implemented in response to the RBC scandal (but that the new rule itself was real). Four out of the last five years would be way too brutal for most people. Not even the United States has such stringent residency requirements for her PRs :)
