Giving Bio metric within Canada starting Dec 3?

As everyone already knows that our parents will be able to give bm within Canada starting Dec 3 which is today. I already book an appointment.
However my question is that my parents applied outside Canada as their home address was not in Canada when applying. And on the CIC webiste it clear says that "Starting December 3, 2019, you need to give your fingerprints and photo (biometrics) if you’re applying within Canada as a"

So can parents still give BM within Canada if they did not file their application INSIDE Canada?

Its very confusing i asked CIC staff and they seem to be confused too

I don't see why not unless the Biometrics letter indicates that it needs to be done outside of Canada? Maybe try booking an appointment and see if it goes through?

I feel like it depends on how you interpret it. The yellow warning says that starting december 3rd, as an inland applicant you'll need to give your biometrics, but it doesn't say inland biometrics service centres are restricted to inland applicants.

Read further below:

You can go to one of these official locations to give your biometrics:
  • visa application centres (VACs) worldwide
  • application support centers (ASCs) in the United States and its territories
  • as of December 3, 2019, at designated Service Canada offices (SCOs)

The "You" here in my opinion would mean any applicant.
