I've never heard of employees being fined and I don't understand how the employer would enforce that. This feels like you're creating evidence / trying to hard. Also makes it seem like the employer expects there's a chance she will not return. This just doesn't sound normal. I personally wouldn't do this.

In the case if I want to transfer the ownership of building to her, what should I explain in the letter so that the IRCC will not wonder why she did not have such ownership before? Also, she is planning to increase her saving account from 25,000 CAD to 40,000 CAD or 50,000 CAD. Do you think if it will also help?

Yes, IRCC may be suspicious that both have been done to increase her chances of approval for the TRV. I don't know how you address that.
