I am a Canadian PR and I’m seeking advice regarding my girlfriend’s visitor visa application from Mongolia, which has now been refused twice. I want to understand if a reconsideration request is advisable or if we should wait for GCMS notes and build a stronger new application.

First Application (Refused)

Purpose: 3-month visit after her graduation, as a celebration trip to travel across Canada with me.
Financial Support: Provided by both myself and her family (joint support).
Issues mentioned by IRCC:

  1. Intended stay was considered too long for a tourist.
  2. Financial support came from multiple sources.
  3. Inconsistency in employment letters – she interned between two affiliated family businesses, but we failed to clarify that, and both letters were submitted without explanation that it was a family-owned company and that her brother approved her leave.

Second Application (Refused)

We addressed all previous concerns:

  • Reduced trip to 3 weeks over Christmas.
  • She stated she would self-fund the trip (shorter stay, enough personal funds).
  • Provided complete employment documentation with proper explanations.
  • She had signed a 6-month commercial merchandise contract in Mongolia after the first application decision, which legally requires her presence in Mongolia, so we thought this demonstrated strong home ties.
  • Her family sent travel funds to her bank account, and she included these funds in her proof of financial capacity.
However, the refusal note stated:

"I note that the applicant submitted a recent contract at the end of August 2025, stating future income potential of 1500 CAD per month. I note that the applicant has demonstrated modest funds and a recent lump sum deposit of no provenance received prior to the application submission."

My Concerns

  • It seems the officer may have assumed this new commercial contract was her only source of income, possibly overlooking her stable full-time employment.
  • The recent deposit from her family (which we clearly stated was for travel purposes) may have been seen as unexplained or suspicious, even though we disclosed the source.

Additional Context

  • I (the inviter) am a PR in Canada with stable employment as a software engineer.
  • A proper invitation letter was submitted.
  • All details about ties, employment, and purpose of travel were explained clearly in the second application.

Questions for the Community

  1. Is it worth submitting a reconsideration request based on the possibility that the officer misunderstood or overlooked her full-time employment and the source of funds?
  2. Should we wait for GCMS notes before deciding next steps, or is it clear a third application would still be risky?
  3. Would it be more effective to strengthen her financial profile independently and apply after several months, or does her being my girlfriend create a standing presumption of immigrant intent regardless?
  4. Has anyone had success arguing family-gifted travel funds as legitimate in TRV applications, and how should it be presented?
We are feeling quite discouraged and don’t want to make the wrong next move. Any insight from those who have gone through similar situations or experts familiar with TRV refusals would be greatly appreciated.
 
1. How much cash in the bank did she show with a low monthly income in the eyes of IRCC. What is family gifted travel funds? She is over 22 so not a dependant. Dumping funds into her account was another red flag. Shows she cannot afford her own travels.
2. She is single, no ties to return with a BF in Canada which is a big red flag. A 6 month contract is not really a tie. This is not long term employment nor has she worked for employer for years. And family business is not a tie either. Is she still working for them at all.

Honestly her profile is weak. Ties to return are long term employment, income property, country investments and family ties. Not sure she has any strong ties because only a spouse and children are included.

2 She has long term full time employment for the last 3 years and on top of that she recently did a merchandising contract on top of her full time job. She lives with her family in Mongolia, no income property or investment

1. $12k dumped into her account…that is a lot and not even her own funds. Was there a paper trail of where the money came from from and how it was earned. How my j does she actually have? Money should be there a minimum of 4 months.

1. That is such a red flag if not her own money. Need a paper trail explaining how and why she got the money.
2. But a family run business isn't a strong reason to return. She would always have the job.

Visiting a BF in Canada who is PR with little money, one tie (job) and no travel history is not a strong profile. IRCC believes she will not leave. Can you meet in another country for new years?
