My dad came to Canada from Pakistan in 1975 and has been here ever since (very little time spent outside of Canada). He was issued an IMM 1000 when he entered Canada and we still have this document.

I was wondering if he can use this old IMM 1000 to get a PR Card. We need one now, but the application indicates that a current valid passport, or the passport he used when he entered are required for the application (or "the certificate of identity or travel document issued by the Minister of Immigration, Refugees and Citizenship Canada or a foreign country", whatever that is). It would be difficult, perhaps not possible, for him to get a current valid passport. We seem to be stuck in limbo. Any advice would be greatly appreciated.

I am not particularly familiar with the process of establishing identity in such situations. The Instruction Guide does state some alternatives, but for some more elderly persons who have been in Canada for many, many years, those too may be difficult.

In particular, one of the alternatives is to submit a statutory declaration signed by the PR attesting to his or her identity and including a statutory declaration also attesting to the PR's identity which may be signed by a person who knew the PR before the PR came to Canada (such as a family member). Alternatively this declaration may be signed by an official of an organization representing people from the PR's country of nationality or past residence.

He may attempt to make the application including his own declaration and in lieu of a declaration from someone who knew him before immigrating to Canada submit a sworn declaration from someone who has known him for as long as possible . . . better if a lawyer or doctor . . . even a sworn declaration from a child who has known him the child's entire life.


MAY BE EASIER TO APPLY FOR CITIZENSHIP

The application for citizenship requires two forms of government identification with photo for applicants who have not had a passport in the past five years. These can be a health card plus either a drivers' license or provincial identification (typically available in lieu of drivers' license).

Do your dad have the passport he landing with I know it’s been a long time but if he has he old passport that will be enough with his landing paper.
 
This is the required document for PR card application. It would be his first PR card.

So if he still has any of the document listed, I think it's OK to apply.
 
Do your dad have the passport he landing with I know it’s been a long time but if he has he old passport that will be enough with his landing paper.
He doesn't have the original passport. He has many old passports, but not this one. Would have made things easier :)

We figured out a way for my dad to get a new Pakistani passport (so he can get the PR card), but after speaking with him a bit more, I have convinced him to pursue citizenship. He has always been anxious about these things for some reason. It would actually be an easier process for him than getting the PR Card, and he had all the documentation he needs, so he is convinced. He has to wait longer, but overall, I think this is a much better option.
