Hi, I am an international student from Pakistan and my sister is a Canadian citizen and she sponsored our PR to Canada.
I want to apply to McGill university for the 2021-2022 academic year but my PR is due a few months (Jun 2021) after the university application deadline (Jan 2021) and I would to take the advantage of the lower tuition fees for permanent residents of Canada. I was wondering if that is possible considering my situation.

If your goal is lower tuition fees, then you wait to start university until you’re PR.
You can’t get lower fees until your PR, so I’m confused what your question is

What do you mean your PR is 'due?' That the estimate for processing was one year?

Those estimates are by no means perfect - could be quicker or longer. Suggest you just wait and see for now.

A few points:
-you can still apply in January 2021. They will be looking at your application as an international student.
-if you are accepted, and your PR app is still pending, you would still need to get a student visa.
-there is no guarantee the university's acceptance would still be valid if you become a PR (at the lower rate). Up to the university.
-yes, you could end up in a situation where you apply and get a student visa and (if you decide not to wait until PR is ready) pay your tuition and become a PR before or during your studies. Assuming they still accept you as a student as a PR instead of an international student, you would have to look carefully about what documentation they require to give you the 'domestic' rate; it might require the PR card which could take a while after landing.
-It is quite unlikely that they would refund any money paid - at least on a semester basis - if you become a PR during your studies. I.e. if you pay and start your studies in September and become a PR with all required docs in October, that money is probably gone into the university budget.

So if the money is important, you wait. If you want to start as soon as possible, you take your chances on the PR status and the money.
 
Important note: for those provinces that charge different rates for out of province students (e.g. Quebec) you will have to look into the residency requirements and how that works for those universities separately.

You need to contact the university. It is entirely their decision how to handle the situation.

Hey, I just read this. So if I am understanding it correctly, if I change my status of residency after my acceptance (hope so :)) will I pay the lower tuition fee then?

Admission requirement for domestic students are often different than international student. Really up to the university whether you are reassessed, whether you are charged the lower fee, etc.

How do you know you will receive PR in June 2021?

When I looked into this, the ones I saw said it depends on status as of the start of classes. But notably, applying each academic period (i.e. changing status during study would benefit one going forward).

I do not have specific information but doubt that universities in Canada would not generally let a student who started as an international student complete their program (once started) and pay the domestic tuition rate. There may be specific programs that could be exceptions to that, though.
