On "Generic Application Form", under current country of residence, what should be "TO Date". Should be until my Work Permit expiry Date or the current date.

Today's date when you apply of leave blank.

Yes, leave it blank or write today's date in. You can also write 'present day' by hand in that field.

I gave my work permit expiry date in my case for PR. My employer also recommended me to fill in my Work permit expiry date when i filled in a similar for my TRV.

Yes, but in the end it doesn't matter. I got my work permits approved and left the field blank once, the other
time I wrote 'present day' in that field.
They can lookup your work permit and see how long you're authorized to work anyway.
 
since all info is bar coded wander if you can validate it leaving it empty , would simplify if today's date is on

I applied today and i filled my work permit's expiry date. As it also ask for ur status in the country which is worker and as a worker you are allowed to reside in Canada till your work permit gets expire. So pretty sure, it is work permit's expiry date
