GCKey is a different story. typically a GCKey ghost update indicate a real progress, whereas tracker update may or may not (i.e. tracker is more sensitive than GCKey).

I cannot login tracker and don't know about tracker
 
tracker update typically does not mean anything. lots of your action can trigger it (i.e. request GCMS note, contacting MP, sending webform)
Hello, thanks for your response but it did mean something in my case, no actions were made previously. My file got transferred from sydney to my local visa office, which I wasn't expecting but hey at least there's some movement.
