The funds paid by visa applicants do not go into a special CIC account. Those fees are paid to the Receiver General for Canada. The Receiver General ‘s accounts are a central repository for all sorts of fees paid to the Government of Canada. It is mostly there where the Treasury Board finds the funds it will disburse.
We the ;--Visa applicants do not always understand that immigration visas are subject to rationing by the annual immigration levels system. CIC has to allocate resources to each visa office according to the contribution that office is expected to make to the annual level. A given visa office is only expected, or allowed, to issue a certain number of immigration visas per year. They are not allowed to issue as many visas as they can. At times they must delay or stop processing certain categories of visas.

YES fully agree some files which have no suspicions or doubts , are simple, straight 1st marriage both parties, no Qs raised by 1st clerk recommended Waiver of Interview>>still get processed some right within Canada , others which are sent to VOs also get finished soon. And it depends on the CIC rep too. I have seen notes where the rep said, "PA is "supposedly" sponsor's mom." and it's not like they have a bad age difference or anything fishy in their file. What do you mean *supposedly* his mother? If you have doubts put it down on the note or ask for a DNA check. Don't just write a stupid offending comment without backing but anyhow, those are the sort of negative commentary that you see from officers which makes you think these are some real inexperienced people with no view of the world. And of course it may have an impact on timelines.
In the age of political correct, these officer offend way too much. If a cache of these comments come out they would be embarrassed to no end. No one, in a business professional environment should talk like that.
All the cases are dealt very arbitrarily looks like.
Yea I know what U mean. I can show you 100s of successful FAKERs who had cheated the system very smartly , easily. They issue Visas very quickly to 1st marriage ones who simply show more gatherings, celebrations , expenditures, records , may it be all a Drama . On the other hand people like us who are suffering alone for many years still go thru this tough tunnel. There is no FOOL PROOF method they can find real/fake diff..Like you said it's EXPERIENCE and wisdom of the officer is what can catch the differences.

But i can't seem to understand the reason for taking interview. i mean to say i don't understand the Text form the officer
We have no way of knowing from above texts. All is in the heads of 1st reviewing officer. It could be minor doubt which needs to asked directly from applicant.
May be sponsor is marrying too soon? even if he got the right to do so? Or something else re: relationship, stay in VOs country how many months stayed or week only?Qualification, age, background, language may be different. List goes on There are many factors.
However if you wait and reorder notes; it should be recorded on the GCMS system why? Chances are interview recom.>>>then it get waived/cancelled by Lead officer (in some cases)
