My partner's application is currently being processed in Ottawa and I want to order GCMS to see what they have worked on so far.

I am the Sponsor, a Canadian citizen.
My partner, the Applicant, an American citizen.

As per the website states only "Canadian citizen, a permanent resident of Canada or an individual or corporation currently in Canada" can requests notes, this means that only I as the sponsor can request this info.

My question is however, should I be requesting information on the Sponsor's UCI/Client ID Number is the Applicant's UCI/Client ID Number? Since sponsor approval was already completed, if I submit the request using my own UCI will it just show sponsor-related info and that's it? Or will it show everything related to the file, including applicant approval portion?

It seems that if I want to apply on behalf of the applicant I need another form signed, and I'd rather not go through the trouble if I can avoid it by simply requesting as the Sponsor.

You should use the principal applicant UCI, the sponsored person if you want to see their PR file information beyond the sponsorship part. Your spouse (sponsored) have to sign a consent, it is a very simple and short form available on the website.

This is the form the Applicant must fill out and upload to their website while applying for the notes. The pdf file should be smaller than 2 mb or else it will not attach. PA fills out Section A, you fill out Section C.
 
So it sounds like if I just do it as the Sponsor I'll only get notes up to the Sponsorship approval portion? So I would need to apply for the notes as the Applicant in order to get the actual info I am looking for.

No, only Canadian Citizens or PRs can apply. You cannot apply as the PA. And you will receive notes in their entirety. Everything they have done on the file since it was first received in Mississauga up until when the notes are generated.

If your partner the applicant is in Canada he can order the notes himself , if not yes you will need to get a consent form signed. I have been ordering notes for my husband but recently he ordered them because he was in Canada .
