Gave my Biometric Dec 4th 2020, Chandigarh VFS, just one doubt they collected the fees for two way courier immediately. What does this mean, have they already decided to give the visa or what? This was not only from me but from everyone else too.

Was that mandatory? They usually ask if we want to opt for Premium or Non-premium service. In the case of Non-premium, they charge 0 INR while for Premium we have to pay INR 3050, which includes two-way courier fees as well. Anyhow, that doesn't mean that a PPR is assured.
Yeah, so that's normal. They claim to provide a bit more hassle-free service to premium customers, and hence the upfront fees.
From the reviews of people who took premium service, the courier service was not expedited in any way (even the payment link was delayed). It's a day light robbery.
