Hi,

My brother has got accepted for a 2 year accounting program in Toronto at Seneca for September 2016 intake. He'll be paying for his 1st year tuition fees in FULL. He is in India currently and I'll be sponsoring his stay in Toronto along with his other expenses. I live in Toronto and would like to know what do I need to provide in terms of documentation to show that I'll be taking care of his lodging and other expenses from within Toronto. Also if I'm sponsoring his stay and other expenses, do we still need to show proof of funds towards $10000 other than his 1 year paid tuition fees to CIC?

Having said above, any other suggestions towards increasing the chances of my brother getting student visa approval by Delhi CIC will be greatly appreciated.

Proof of fund is a must for any study permit category (India).

I understand that proof of funds is required in general and that is why instead of just paying for the 1st semester, he is paying for the whole year in advance. I'm sponsoring him for the rest of his expenses from within Toronto. I have been living in Toronto for over 14 years and working in government agency since the last 10 years.

My question is if I provide an affidavit of sponsorship along with my past 3+ years of income tax assessment, will it be accepted by Delhi CIC in lieu of $10,000 as proof of fund towards living and miscellaneous expenses?

Technically they should...but most likely no. Never seen or heard any sponsorship based approval in India. You can try.
 
Seems clear the applicant must show 4 months bank statements and also the applicant show 10k funds not a third party http://www.cic.gc.ca/english/study/study-how-documents.asp#doc3
