I have reached Canada with Open work permit on May 01,2019 and joined a full time job on May 13, 2019. My have has completed one year PG Diploma in Canada.

Want to know:
1. When and what time to apply for PR
2. Which category
3. IELTS requirement

Age: 31years
Education: Bachelor's
Indian Exp: 9+ years
Canada Exp: 3 months and currently working
IELTS: LRWS: 7 7.5 6.5 7.5

there are basically two pathways for skilled workers in Canada to apply for skills immigration: Express Entry (CEC) and PNP. After completing your first year of Canadian work experience (NOC 0, A, or B), you can enter the EE pool and be eligible to apply under CEC stream. Depending on your score and the minimum invitation score at that time on, you may get an invitation right away or after some waiting periods. Given the above self-claimed credentials of yourself, I think you should be able to get an invitation to apply not long after you enter the pool after working for one year.
