Full time ESL study permit: Children's tuition?

Hi,

I am asking for my friend's family coming to AB on his full time ESL study permit from NAIT (Northern Alberta Inst of Technology).

Two questions from him, and I don't have clear answers:

If he studies here on a full time ESL study permit,
1. Can his wife get an open work permit based on his study permit?
2. Will his two kids pay international students' tuition or in-province tuition?

1. No, it is not available to spouses of ESL students.
2. In-Province. (free) if the study permit is valid for a year.

Does that mean that in order for the spouse to have an open work permit, the student should choose a university program and not an ESL program? thanks
