But do u think that the visa officer can consider other factors to approve my application even if my points are less than 67. As u mentioned, I have undergraduate certificate from an accredited university in USA. Second, I have a 9 years of experience in the United Nations. I don't know also if my chance as a palestinian refuges having a travel document could support my file.

As I mentioned, I heard that Canada accepts Skilled Workers based upon their ability to become economically established in Canada. If the Canadian Immigration Visa Officer believes that the point total does not accurately reflect your ability to become economically established in Canada, the Canadian Immigration Visa Officer may use his or her positive discretion (referred to as substituted evaluation) and approve your application even though you score less than 67 points.

Hi Guys, Congats to all getting their 2nd AOR.

Just to let you know I received a letter dated 10.08.10 this morning from LHC, No e-mail though.
Stating that they have created me a new file thus I have a new file number.

Tried to check my e-case status but system is not working at present.

I sent my information to LHC on the 18th June.

Has everyone got a new file number who have their 2nd AOR? If not does anyone know what a new file number could mean or why I have a new file???

Regarding the approval of your application by a visa officer even if your points are less than 67 :

I found these details on CIC website:

"If your mark from this test is the same or higher than the current pass mark (67 points), you may qualify to immigrate as a skilled worker.

If your mark is lower than the pass mark, you might not qualify to immigrate as a skilled worker at this time.However, if you believe there are other factors that would help you to become economically established in Canada, you may still apply.

Send a detailed letter with your application explaining what these factors are and why they may help you successfully establish yourself in Canada.
Include any documents that support your claim"

That means it is possible for a visa officer to approve applications with points less than 67, but I think it will be rare cases! also you will find that it is required to send them an explanation letter.

Don’t worry, you will receive your 2nd AOR soon. for some cases within 1 week and for other cases it may take up to 3 weeks (both were in the Gulf area).

Regarding the new file number, you can use it to check your E-CAS and for any future communications as well.

What should I do now? Shall i send them a letter and ask them to attach it to my file? I really tried my best to improve the listening part but could not get more than 7. Very disappointing to know that my file may get rejected soon....

Dear Hanein,

First of all, you have to believe that Allah will do the best for you whatever it is..
So no need to become disappointed, and try to think positively. Who knows that the visa officer will not consider your undergraduate studying!!!!!

Regarding sending a letter, if you think that this letter will clarify some points to the visa officer or will add some additional information that will support your application, you can sent it soon.

I think also it is better not to mention anything in the letter about the points.

Please if anybody has any experience with such situation, you can share to help Hanein.

I got my 2nd AOR new file number by oridinary post on June 21, 2010, same like a file number & few instructions on that letter.

You are the senior member in this forum, as per your experience can you let me know after we receive 2nd file number from CHC London, roughly how many weeks / days will it take to move on to next step, either medical or etc..

Hi alll,

Sorry, It was a typing error on Aug. 20, 2010 I received my new file number before couple of days, the month of JUNE unforgetable in collecting documents, preparing file, IELTS and all that slowly i am getting of this month
 
finnally my 2nd AOR is here at 22 Aug 2010
but the E-cas is not updated yet,
i hope it will be updated this week
