FSWP vs PNP - applying through EE in British Columbia

Hello :)

I'm 25 years old, currently living in Vancouver with a Post Graduate Work Permit (which I just received last week) and I'm filling out my Express Entry profile.
I didn't pass the eligibility test because of the language section, but I was still able to carry on.
About my education, I did Grade 10 to 12 here, then I went to SFU for 3 years, then ended up finishing with an Associate Degree in Bio at Capilano University.

About my work experience, I worked at our family business for a few years (I did mention this in all of my previous applications) but without a SIN #... so it's like I volunteered. Now I'm working as a restaurant manager (NOC level 0)

My questions are:
1. When can I send out my EE profile? Don't need to wait one full year?
2. In the Study and Languages section, it asks when I started my field of study... should I put 2014 (at CapU) or 2009 (at SFU)? I would put 2014 because that's what I completed but I started University in 2009...

3. Will they categorize me under either one of the programs after they reviewed my profile? (PNP vs FSWP)
4. I don't know if I'll add a representative anytime soon... is it best if I do? May I add after I send out my profile?
