That's possible but it's not always the case. I think a third party does that job for CEM.

Hindi kaya bnibilisan na ng CEM ngaun magdispatch ng mga passports?

I am planning to add my partner to my application as well. I have received my PER mail 2 days ago and the reason why I didn't include her in the first place was that she is still married
(annulment was filed years back but wasn't approved). We've been living together since 2006 and have documents to prove.

Where did you send the e-mail to update your relationship status? Did you declare that you are in a common law relationship on the application form you sent to CIO?
