 Have a plain white background;
 Be identical (black and white or colour) produced from the same untouched negative, or, exposed simultaneously by a split-image or multi-lens camera;
 Be produced on single weight matte paper. The photographs must measure:
 Between 25 mm and 30 mm (1” and 1 3/8”) from chin to crown.
 Have a 35 mm x 45 mm (1 3/8” x 1 3/4") finished size.

The last charge known was Sept 08 applicant.. :( Im Sept 19 here. Another Sept 16 applicant in the forum was also not charged. If they will charge those who applied after Sept 08, we might still have a chance. If not, then sad as it is, this is it. :(

Same NOC here, still awaiting for DD encashment and I hope PER will follow.. Yung sa 'yo maybe by march-april pa.
I think you are still in. average increment per week is 30 with PER recipients or i don't exactly know how they update the cap. Just be patient sa pag antay.
