hi. im an august applicant noc 3012,dd encash nov 21under cic and i don't have PER yet so i inquired at manila VO as suggested by one of our forummate. and this is what they replied:

Your file is currently queued for transit to this office.
We will advise you in writing of any additional documentary requirements which we may have or of any information or results which we have for you.

In the meantime, your patience is appreciated as we continue processing your application.

It means that your file is not yet with CEM. Once it reached CEM, they will put it on queue for review. When it's that time, they will notify you if they will be needing additional documents and/or ask you to pay RPRF and undergo medical exam.

My theory, remember there are roughly 20k applicants or so. Normally its much lesser every year, there is a possibility that Canada Immigration will process these applicants on yearly qouta system. It means e.g half of 2014 shall have 5k PPR, 2015 10k PPR? etc..why? it depends on annual economic conditions/forecasts, otherwise why would CIC land 20k immigrants in 12 months if they know there are only few jobs created? I also think it depends on NOC forecasts. Well, I hope I am wrong. I hope they will just process our app asap without much algorithms.
