"These Instructions repeal, as of January 1, 2015, the Ministerial Instructions issued pursuant to section 87.3 of the IRPA and published in the Canada Gazette on April 26, 2014, for the management of applications in the Federal Skilled Worker Class, Federal Skilled Trades Class, and Canadian Experience Class. For greater clarity, the repeal does not affect the processing of applications received prior to January 1, 2015, and considered under previous Ministerial Instructions issued pursuant to section 87.3, including the Instructions published in the Canada Gazette on April 26, 2014."

Also, new points scheme for express entry has been announced. The following is a glimpse of what is to come:

Total number of points

(2) The total number of points that may be assigned under the Comprehensive Ranking System is 1200 points, allocated as follows:

(a) for a foreign national who has no accompanying spouse or common-law partner
(i) a maximum of 500 points for the core human capital factors,
(ii) a maximum of 100 points for skill transferability factors, and
(iii) a maximum of 600 points for either a provincial nomination or a qualifying offer of arranged employment; and


(b) for a foreign national who has an accompanying spouse or common-law partner
(i) a maximum of 460 points for the core human capital factors,
(ii) a maximum of 40 points for accompanying spouse or common-law partner factors,
(iii) a maximum of 100 points for skill transferability factors, and
(iv) a maximum of 600 points for either a provincial nomination or a qualifying offer of arranged employment.
Core human capital factors

9. The core human capital factors referred to in paragraph 8(1)(a) are the following:

(a) age;
(b) level of education;
(c) official language proficiency; and
(d) Canadian work experience.

Another aspect new to express entry is that applicants with spouse/common-law partners are awarded points differently from those applying alone in all the core human capital factors. So, both partners will need to have similar qualifications to score a higher or maximum total point. Single applicants appear to be better off according to the new rules since they get higher points for an equal qualification than someone with a spouse.

(v) 22 points for being assessed at level 8,

Another change: Three factors from spouse will give you the needed points.

"The accompanying spouse or common-law partner factors referred to in paragraph 8(1)(b) are the following:

(a) level of education;
(b) official language proficiency; and
(c) Canadian work experience.

For education:

(a) 0 points, if their accompanying spouse or common-law partner has less than a secondary school credential;
(b) 2 points, if their accompanying spouse or common-law partner has a secondary school credential;
(c) 6 points, if their accompanying spouse or common-law partner has a one-year postsecondary program credential;
(d) 7 points, if their accompanying spouse or common-law partner has a two-year postsecondary program credential;
(e) 8 points, if their accompanying spouse or common-law partner has a post-secondary program credential of three years or more;
(f) 9 points, if their accompanying spouse or common-law partner has two or more postsecondary program credentials and at least one of them was issued at the completion of a post-secondary program of three years or more;
(g) 10 points, if their accompanying spouse or common-law partner has a university-level credential at the master’s level or at the level of an entry-to-practice professional degree for an occupation listed in the National Occupational Classification matrix at Skill level A for which licensing by a provincial regulatory body is required; and
(h) 10 points, if their accompanying spouse or common-law partner has a university-level credential at the doctoral level.

Language

(a) 0 points for being assessed at level 4 or less;
(b) 1 point for being assessed at level 5 or 6;
(c) 3 points for being assessed at level 7 or 8; and
(d) 5 points for being assessed at level 9 or higher.

Canadian Work Experience:

(a) 0 points, if their accompanying spouse or common-law partner has no Canadian work experience or less than one year of such experience;
(b) 5 points, if their accompanying spouse or common-law partner has one year of Canadian work experience;
(c) 7 points, if their accompanying spouse or common-law partner has two years of Canadian work experience;
(d) 8 points, if their accompanying spouse or common-law partner has three years of Canadian work experience;
(e) 9 points, if their accompanying spouse or common-law partner has four years of Canadian work experience; and
(f) 10 points, if their accompanying spouse or common-law partner has five or more years of Canadian work experience.

The skill transferability factors provides a total of 100 extra points. These points can be obtained based on the combination of two of the following skills.

(a) level of education;
(b) foreign work experience; and
(c) certificate of qualification in a trade occupation.


For example,

50 points: if the foreign national has two or more post-secondary program credentials, one of which was issued on completion of a postsecondary program of three years or more, and is assessed in their first official language at level 9 or higher on all language skill areas.

Overall, the express entry system is complicated with two sets of rules for single and married/common-law applicants. So any prospective applicant will have to read the above posted link to familiarize themselves with the new point scheme and assess their chances.

1.The dependent spouse's qualification is very important if the primary applicant wants the same points as an equally qualified single applicant. So, it is better if prospective express entry applicants can have their spouse's education assessed and IELTS ready ASAP.

2. Instead of being awarded points for language, education, and work experience only once, the express entry provides points for these categories twice: once individually and once in combination with the other skills.

3. There is less emphasis on foreign work experience. You are awarded points for work experience obtained outside Canada only in the transferable skills category (that is, in combination with other skills).

4. There is no qualifying NOC list or minimum point to apply to be in the express entry pool announced right now. But either of these things could be announced and added before the program goes live.

5. Finally, half of all points (600 out of 1200) is awarded to provincial nomination or arranged emoloyment. So, prospective applicants should very seriously prepare to achieve one of these to guarantee an invitation to apply for PR.[/size]

Just my two cents:
- On FSW, with arranged employment, there is no CAP and no required NOC; when they give 600 points out of 1200 just for arranged employment on EE, they are doing the same thing;
- Per the FSW SpreadSheet, less than 1% of the applicants have Arranged Employment; So if they draft only those with 800 points or plus, they will have nobody and they will stop the immigration flow;
- Since the object of the EE is to increase the quality of the applicants, while keeping the flow, they will draft several applicants with less than 600 points;
- They don't talk about NOC yet (I haven't seen any info on this), but to me they will draft the top X applicants for each NOC;
- We should do an EE Spreadsheet (anybody volunteers :)), to compare drafts, points and so forth;

Also:
- It is much harder for applicants with spouse now; The focus is clearly singles, very good level of English, and from 20-29 years old;
- WES and ICAS will be very happy to know that spouses now will need ECA as well;
- On FSW, a spouse with CLB 4 would get max points - 5. On EE, a spouse with CLB 4 would get ZERO points; The spouse will need CLB 9 on all topics to get the max 20 points; It is a big difference;

People who have already applied for FSW14, are almost geared up for EE. most of the requirements are the same (IELTS, WES, etc.).
Lucky would be those (like me ;D) who have spouse's WES and IELTS done as well!!

Now just hoping that PPR comes before people get EXPRESS ENTRY before us!! ;) :p

You are right. I am so relieved that I don't have to apply for express entry. Now hoping for PPR, hopefully it will come through in time for us!

Without spouse's ECA you won't get as many points as you could. Up to 10 points may be awarded.
