Consultants are crap and no value addition from them

I am ravi from pune. I want apply fsw visa under new rules. can i apply fsw with out approaching consultancy because every one is asking here 80000 thousand rupees to 1.25 lacks. my family is not willing to spend that much money so is it possible to apply with out consultancy will CIC ( Canada immigration will accept my application? Please tell me clearly if Canada accepts application without consultancy ytell me how to start the process please give me advice
