A summary of Canada’s new immigration priorities
The new immigration mandate letter reveals priorities such as:

  • Application processing: Trudeau calls on Fraser to “Reduce application processing times, including to address delays that have been impacted by COVID-19.”
  • Express Entry: Create more permanent residence pathways via Express Entry for international students and temporary foreign workers.
  • Family reunification: Introduce electronic applications for family reunification and implementing a program to provide temporary residence to spouses and children abroad while they await the processing of their permanent residence applications.
  • Create a new Municipal Nominee Program: The purpose of the MNP is to help promote a broader distribution of immigration across Canada. It was initially outlined as a priority following the 2019 election but has been delayed due to the pandemic. In addition, Fraser is to also ensure immigration better supports small- and medium-sized communities.
  • Waiving Canadian citizenship application fees: This was also identified by Trudeau as a priority following the 2019 election but has been another deliverable delayed by the pandemic.
  • Establish a Trusted Employer system: Fraser is being asked to work with the Employment Minister to establish a Trusted Employer system for Canadian companies hiring temporary foreign workers. In addition, he is being asked to improve the Global Talent Stream of the Temporary Foreign Worker Program (TFWP) by simplifying work permit renewals, upholding the two-week processing standard, and establishing an employer hotline.
  • Undocumented workers: Build on existing pilot programs to identify how to regularize status for undocumented workers in Canada.
  • Francophone immigration: Continue to work with Quebec to support French-language knowledge of immigrants in Quebec and also continue to promote the national Francophone immigration strategy.
  • Afghan refugees: Fulfill Canada’s goal to resettle 40,000 Afghan refugees.

The silver lining, I hope at least, is if they prioritize the #1 item in this list - Application processing.

"made to be abused" Seriously man, I thought you were better than that. For every illegal/fake petition, a legitimate petition/application has less chance of getting H1b
Yet USCIS turned a blind eye towards fake petition. If they wanted true high skilled worker, why couldn't they just ban all consultancy H1B? Easy as that.

The housing mandate. There are some good things in there. Hopefully it comes true. Like banning foreign investors, taxing flippers who sell after having the house for less than 12 months, increase densification and inclusionary zoning.

    • Supporting the review of, and possible reforms to, the tax treatment of Real Estate Investment Trusts;
    • Developing policies to curb excessive profits in investment properties while protecting small independent landlords;
    • Reviewing the down payment requirements for investment properties;
    • Increased consumer protection and transparency in real estate transactions, including a ban on blind bidding;
    • Identifying how federal regulators can be better positioned to respond to housing price fluctuations and to help ensure a more stable Canadian housing market; and
    • Preventing “renovictions”.

1. Tax capital gains on residential properties at higher rate (70-80%) unless the property was held by the seller for 50 years. No exemption for primary residences.
2. No sale in minimum 2 years.
3. Federal mandate on forcing municipal corporation to allow multi-family homes / duplexes on all lots bigger than 5000 Sqft.
4. Make all real estate transactions public records.
5. Force to list all share holders of numbered corps which just own residential property, that information cannot be treated as attorney-client privilege.
6. Regulate real estate agent / realtor professionals and enforce a fixed commission model instead of percentage of selling price. Remove incentive of bidding wars.
7. People with no income like housewives and students need to declare the source of their money to buy houses. If it is just gift/foreign money/casino money then it should be taxed at highest slab of income before they can buy any property.
8. Regulate gaming industry (casinos) to limit maximum amount of money that can be given or taken in cash or chips form. Create incentives to report mal practices with cash awards to those who report such scams.

Not exactly, flippers are not in market to own properties. They are there to make quick buck. You restrict their selling window, they will take their money in some other scam. The way you do this is to announce this policy and the date it will come into force.. All the fillpers will immediately drop their inventory like its hot potato.

What about Fsw guys, no one in the thread named "Fsw Worldwide" talks about it. What do you guys think would happen in 2022 and beyond....
If you have an ITA already, then good news, 2022 won't focus on inland candidates, and your application will be processed.

If you don't have an ITA yet, forget about moving to Canada, unless you want to spend money on a meaningless degree there.

Could you please elaborate on this? For the pre-ITA FSWs, it will be hard because FSW draws won‘t happen or the CRS is likely to be above 480 since more points for CA degrees and experience? Or the FSW quota will be taken away by the TR2PR pathway?

No one knows how they plan on doing express entry next year. Could be they remain CEC, could be they bring back all program, but give CEC and TR a lot more points, so they compete with high ranking FSW. The mandate just said they will continue following their yearly goals for immigration and to improve chances for students and TRs within Express Entry. It’s vague on that part. If they follow distribution released in their site, they should have 30-40k slots for EE draws during the first 6 months of 2022, but yes, they could just give that all to CEC if they want. We don’t know.

Nobody knows for sure, but seeing as the mandate letters explicitly talk about increasing pathways for international students (TR to PR) and temporary workers (CEC), but don't say anything about regular all program draws, I wouldn't hold my breath about resuming FSW draws. They may have been vague, but they have made their intentions clear. Even in the last couple of years, they explicitly laid out plans for CEC and TR to PR, but stayed vague about FSW. Nothing has changed in these mandate letters.

Even if they do resume FSW draws, CRS score will be very high. So all of what you said can apply. If you're pre ITA, get a study permit or look elsewhere. You could learn french (since they mentioned new french pathways), but honestly, I don't see it as a worthwhile investment anymore.

Please call me out on it if I'm wrong, but the remaining EE quota for 2022 WILL go towards CEC. There is no doubt about that. Maybe a few cursory all program draws, but nothing more.

I'm guessing one all program draw per month so FSWs will get one shot each month. There's a distinction between CEC and TR2PR; the latter doesn't necessarily meet CEC's experience/qualification requirements. To invite those low score/low skill inlands just like in 2021, they'll probably conduct separate draws (1x per month) so they don't have to compete with FSWs and other outlanders.

So we're looking at normal all program cutoffs around 485-490 or more. Your score is still definitely safe though; plus you qualify for french draws.
