Lol. This is absolutely not true. They sure as hell know who is Canada and who isn't. Country of residence is used to ascertain if you'll need a visa to enter Canada so they know what they are doing. It's as good as checking the country of residence at FINDEC then stall the application or send out eCOPR - depending on your country of residence.
Yet those FSW inland are not seeing considerable movement compared to FSW-O. What could be the reason for that?

I feel IRCC doesn’t categorize FSW into inland and outland. FSW is just FSW. Ofcourse they know who is in Canada or not but in terms of processing applications there’s no preference

There are preferences, they just feel there's more to do with FSW -inland or outland - in terms of processing than CEC. Means most of the documents on your file has to be verified externally so it's not realistic for them to process as fast as they normally would with CEC. I know a few inland applicants that got eCOPR recently, my guy is one of them. I could also say that we've seen more inland applicants getting COPR than outlanders in recent times.
