the truth is that the sgvo is the slowest vo in the world and CIC told us in the AOR email and dont bother VO unless your processing time exceed the average.

and unfortunatly, we could see from here 'http://www.cic.gc.ca/english/information/times/perm/skilled-fed.asp' that on the aisa pacific area, processing time of SGVO after 26 June, 2010 is about 39 month.
