Yes sir!!! I think after a Canadian VO gets drunk with beer, then he/she decides to use that type of discretion for most people even though its not necessary :D Well the most important thing is getting the PR we all applied for. lool

The only reference to finalizing your application will be mentioned in GCMS file. Third line is the acknowledgement of the completion of IME, not the whole process.

Our FBI PCC reached CPC - Ottawa on 20th March 2015. We have 3 lines updated (Medicals received) in our Online Portal. Also we have submitted our RPRF receipts long time back. By when can we expect to get a PPR?

It depends on the completion of your assessments and queue at AD desk. Impossible to tell w/o GCMS NOTES. If you want a guess from the crystal ball guy, share your timelines and nationality.
