Lets be proactive now, there is no point blaming anyone. But please as soon as possible call CIC agent and also send another email make sure you state your details (Name, Application No., DOB, File No. etc.) and forward also the initial email you sent three months ago and tell them that you are still waiting for their response. You are right though, in my friends PPR it was stated clearly that you should inform them if you wish your visa stamping is done in another VO. My friend did that and got a response the next day on list of vO options and their addresses.

If you submitted your "arranged employment" document CIC wouldn't ask you for proof of fund, So obviously your documents didn't convince the officer that all requirements of "Arranged Employment" have been met. I am sure you know the fact that because you are working in Canada even for several years doesn't mean you have an arranged employment condition, You should have the LMIA or your current employer has made an offer to employ the you on a full-time, non-seasonal, indeterminate basis in a NOC 2011 Skill Type 0, Skill Level A or B".

As for your other question, regardless of how much you owe on your credit card or line of credit as long as you can submit a letter from your bank indicating you have $ 12,000 or more in only one of your account you will be fine. Ask your bank to give you a letter/statement only for your chequing/saving account without including your line of credit or credit card balances. We all have debts in Canada and this is not something strange.

If you can't show $ 12,000 gradually accumulated in your bank account and visa officer sees a recent big lump sum deposit, it can give them a bad signal of misrepresentation depends on how much available settlement fund you mentioned in your application when initially submitted your file. This is for sure not a good situation to be at. There is nothing you can do about it at this point, Just submit whatever you have and hope for the best. Perhaps attach a letter explaining you had to transfer the money from your home country!

I have received a PPR(Ready for visa) email from Canadian immigration yesterday night at 11.30 PM.

And in that email, it was clealy mentioned to inform them about country of residence change of you or your family member. Since my daughter is staying outside india, We are gonna to send out email to them to arrange her visa stamping in Delhi office.


""If you or any of your family members are residing outside North America and you are unable to send your/their passport(s) to Canada and/or to provide a return mailing address in North America, contact us at CPC-CTD-Ottawa@cic.gc.ca so that we can make arrangements to print visas at another office.""

No worries :)
It really depends on visa officer's discretion, Unfortunately there is no specific answer for this, I personally don't think few thousand dollars will make a big difference especially since you are already working in Canada and making money. Ask your employer to give you an updated letter of employment indicating your salary, hours you work per week and how long your contract is valid for, also send your latest pay stub. More documents, more financial stability, less risk!

Should I expect any communication from CPC-O via email? or the next one will be via postal mail?

If you are from Visa exempt country then you will receive COPR in mail.
