If I were you I would very carefully go over all the new qualifying criteria. A lot has changed since you last applied in addition to IELTS requirement.

One more question, can we send the fee payment form via email? Or will I have to send it via courier? I want a quicker way to overcome my mistake.

You can send it through email no problem with it(because it is a signed written consent authorizing CIC to withdraw funds from your account; so in this scenario photocopy of consent works) , besides that it is also advisable to send it via courier because it has your signature on it.

Just do both.

In 2012 they simply said that your JDs didn't match with the Minister instructions.
I replied them through letter and attached supporting stuff like
experience letter, copy of attendance register, my CEO mobile number and email ID, Company details but all in vain and in next letter they simply returned the fee return form.

Could you tell what the reason for refusal was in 2012?

Since you are May 15 applicant, I don't think you need to worry too much since CIC is still processing applications from that week. Don't psych yourself too much, just relax and wait.

Even after getting a PER? Now that's scary. It's very unfair that they did that. I am sorry and wish you a better luck this time.

Send hard copy as the docs have your signatures. They will not act based on a scanned copy.

But you can send them an email attaching the scanned copy informing them that the hard copy has been dispatched and they add it to your earlier submitted application docs.

Dear seniors, i have submitted my WES original report. But photocopy of degree certificates i have not attached next to this report. i have attached all degree certificates photo copy for an annexure of IMM5669E_SCH_A_Background form. It does appear in order before the WES report in my application.
Hope it will be OK; i read at forum one of the applicant's file was rejected due to not submitting of degree certi copy. am worried..
My application has reached at 24th June.
