Reference letter detailing your Job descriptions is a must while submitting your application package while employment reference is optional but advisable.

It is my understanding that you only need to notarize / certify the copy of the original. I hope someone with more experience can confirm / deny this.

I appreciate your point, which could be true as well.

But in my opinion, had this been the case, the scoring system would have been CLB 9 = 24, CLB 8= 20, CLB 7 = 16;

However, carefully read through following instruction at CIC link provided by you. My analysis of the point is in [Analysis]

You must meet the minimum level of CLB 7 for your first official language in all four language areas. [clearly means that CLB is area wise, not a cumulative threshold]

Additionally, the last column clearly says "Points Per Ability". If it was using your calculation method it shud have been CLB 9 = 24, CLB 8= 20, CLB 7 = 16;

Furthermore, http://www.cic.gc.ca/english/immigrate/skilled/language-testing.asp gives manual calculator at the end.

For first language it says SPEAKIG+LISTENING+READING+WRITING

For second language 0 or 4 (4 if less than CLB 5 or more in each ability, 0 otherwise)

[Even here, if scoring for first language was based on your method it would have been 16 or 20 or 24 (as described for second language i.e. 0 or 4)]

If you qualify without your spouse's IELTS score of five points,you dont need to include his/her IELTS result before you send the application or at a latter stage.
As much as your application is ready to be sent with all necessary documents....send it without considering the cap.
