The FWSP provides access to permanent resident status. And a permanent resident has the right to live and work in any province of Canada.

in other words, those who got notification of cc/dd encashing they had been met out a initial eligibility criteria and could get PER anytime in few days?

CIC always do mistakes dear. it's not a big deal for CIC. all we have to focus on individual cap count for each NOC.
