No. It means your application has been opened. Now they will check if it is complete or not They are working on your application and you will know the result soon . Same as me.. Good Luck !

Yep totally agree.... if you notice in the instructions after the first round check and all documents are complete they will stamp and have it in their system.... this is prior to payment and PER .... so i beleive the update is based on thier tracking of number of applications in the system.....
The instructions this round is dif... we can only follow so much from the prior years.... things are dif this year

Yes, one of my friend got his application back with UCI number.
