Yes, UCI is a 8 digit number (at least, mine is)

I am not sure about keeping the same number, possibly yes. Coolguy or somebody else with more experience can comment on that.

It takes 36-37 working days to encashed each application irrespective of NOC

UCI or Unique Client Identifier is a pin-point number allotted to an entity by Canadian govt. to be identified on all visa matters henceforth. It is a set of 2 four numbers separated by a hyphen. The GCMS keeps track of all the applications made against an allotted UCI and will know when, how, how many times and all previous history of the all the applications against respective UCIs.
However, not all those who apply get a UCI; I mean, if CIC finds an application incomplete at a very basic requirement, they will simply close and return the application without entering anything in to the GCMS.
