They asked me updated documents and medical examination. With the updated documents they asked just the copy of my passport. I sent everything, they requested, and now I am waiting. Is there a chance they can issue a visa without requesting my passport?

Yes, for people from Visa-Waiver countries it can happen that way (but doesn't always)

I am from Turkey. They haven't asked for my passport yet, I guess because I work on ships and I need it while I am onboard. I mentioned about that at my initial application and while sending my updated documents to them. Because they know my case, they might have not asked for it, I don't know.

Turkey isn't part of the waiver programme, so probably they are accounting for your comments and doing whatever pre-processing they can to minimise the time that they will need your real passports for. It's a good sign in any case
