You friend can submit 10th standard certificate provided that his parents name (at least father's name), his complete name and his date of birth is written on the certificate. Along with that, he/she must submit a written explanation stating why his/her birth certificate is not available and he/she is submitting 10th standard certificate as alternative.

One of my friend wants to apply in FSW 2013 but he didn't have his birth certificate so what other proof of birth document he has to submit to CIC

Prapti u can send case specific inquiry to CIC sydney to know status of your file bcoz all applicants of oct, nov, dec and even january have received their PER(Fileno.) - u can refer spreadsheet to know exact dates

There might b two reasons 1. your noc reached cap before your turn comes
2. incompletness, ineligiblity of your file.
Have your applied thro consultant?
