well, I don't believe that those questions serve as a blind filter, at least not all of them. I answered "yes" to 6d, and I have done so before when I was applying for Temporary Resident Visa, and I got that one without any problems. You just need to make sure that you put in a detailed explanation in the corresponding field (in my case, I have been refused visa to another country due to a technicality and I've obtained multiple visas from that same country afterwards).

In your case, if there is a chance of any kind of paper trail, definitely put a "yes". Otherwise, it is up to you, although I would advise to remain honest. What does your PCC for that country say? If it is not recorded there, it is unlikely there was any paper trail.
 
Where is the Nova Scotia Sorting Facility and Delivery Facility located? Are they both in Halifax?

No, there is no official paper trail of it, I actually tried looking it up on the net, in medias and can't find it anymore. :) It did make the press back then in 99 and was online, but apparently no one backs up old news that long.

Also my PCC is completely clean. I took it last year too and it was clean as well.

I'm not sure what to do... It seems like that case is not relevant and I would definitely like to avoid that whole subject because that will just raise some eyebrows over the ocean, but then again - I'm not so sure CIC would like to learn about it from some other source or check up that they do. If they do - most likely they will have justifications for simply blocking my app (provided that I didn't mention it).

On the other hand - even if it is completely insignificant even to them - it will first turn on some red flags and alerts.

Actually, I had a one-day delay. I mailed it on June 11th in the afternoon, so 6 days.
I used the EMS which is the international courier service of Polish Post. It was handled by Canada Post after reaching Canada.
