In first application my spouse with NOC 2134 is main applicant while me and my baby are dependents.
In second application I am the principal applicant with NOC 2147 while other two are dependents.

Means two separate applications for two different persons in separate package.

I am not comparing my case with Marta's. I am just referring to the letter's 3rd page in which possible cases of return are mentioned. In that letter there is a point in which CIC asks for two applications/forms from husband and wife and which one to be considered for processing. I thought this applies to me. that is why I asked here
YOU HAVE PROVIDED CIC WITH TWO APPLICATIONS FOR PERMANENT RESIDENCE IN CANADA FOR BOTH THE PRINCIPAL APPLICANT AND SPOUSE. PLEASE INDICATE WHICH APPLICANT WILL BE CONSIDERED PRINCIPAL APPLICANT. PLEASE NOTE THAT THE GENERIC APPLICATION FORM FOR CANADA IS REQUIRED FOR ONLY THE PRINCIPAL APPLICANT.
highly confusing statement, i can deduce the following
1) two applications send at two different time
2) one application send with two generic application forms.

I was thinking the way CIO is working.
On May 30th, they evaluated Marta's application and decided to return it back to her. So she got return package. Her reason of return was clear as she used old schedule 3 form - good to know that she has re-sent her application and I'm sure that this time her package would get cleared without any hindrance.

There must be some other applicants who used old schedule 3 form - may be few of them are on this forum. Few of them may have been in US or Canada or at some other locations closer to Canada. I didn't see any response / communication of CIO to those applicants even though few of them are early birds.

It profusely indicates that either CIO is not working - may have adjoined strike action, or they are waiting to have 300 applications in all the NOC's. The later one seems to be a foolish idea - may not be foolish for CIO.

This is really driving me crazy..

DHL has kept my parcel on hold for more than 24 hours now... :'( >:(

It is also possible that many applicants have already received some communication from cio by now but they are unwilling to inform us.

The reason why I'm emphasizing to "applicants of location near-by to Canada (like US)", is simply - the closer you are (by virtue of your location) the sooner you'd get communication from CIO (coz they use to send letter through Canada Post).

Just request to all the forum members to share any communication - if they have received from CIO, for benefit of rest.

By now their letters should also reach Middle East and Europe.

Its the weekend mate. Won't be delivered today or tomorrow. I think he's worried about the status on the tracking that states "on hold".

looking at 2011 sheet, you may notice that every increment of 2-3 days in applications received corresponds to 10-15 days of CIC response. and this is mainly because number of applications received on 6th May is much less than the ones received on 10th for example. Adding shipping time for far locations like ME and Asia, I think it's reasonable that we don't hear any other responses till now.

You are right reddevil7281, I don't like when things stop moving without any reason. My only concern is that they might delay the delivery from Monday if they kept it on hold more 10 more hours. It needs to be moving by now only then it will reach in time.
