hi i just need your opinions i applied last july under noc 3211 and unfortunately i got a negative decision last week, now im planning to reapply since the document that was missing was only the birth certificate of my dad. my concern is that if i still be able to reach the cap because it is now currently 223, i really need your help guys. also my place was affected by the typhoon yolanda which is in cebu, philippines.
