This sounds like a mistake. Since a PER /NER was not issued, the file is still at CIO. According to the Operation Manuals, the CIO will place a file "in process" only, when it meets the MI and the CIO is satisfied, that the pass mark (67 points) is reached. Only then will it be placed in process and forwarded to the local VO. A "we started working on your application" in ecas is entered only by the local VO.
Therefore, there can only be two pollible sollutions to this:
1) A PER was issued and it did not reach you. The file was transferred to your VO, they actually startet processing your file (Oct 09) and refused your application. However, this would indicate a really fast processing at your VO - check other applicants for your VO to see, how likely this is.
2) This is a mistake on the part of the CIO. Wait for further communication, and if none comes, send them an e-mail.
