I just received my returned application on 08/02/2013 because i forgot to sign the credit card form.
Anyway, what happens when i resend it? Is my application going to be treated like a new one or it will still be considered as a May 23rd application.
please advise.

It will be considered a new application. The date it reaches CIO .

Did they email u they r returning back?
Or it came up as a surprise wen package was delivered to you??

No email, no heads up. I was hoping to get the PER notice but got my package instead. Anyway, Hakuna matata (no worries)! Am not sure if i will make the cap if i resend it now.
What are my chances?

Does it mention any UCI o ref , write a letter may be they put you back in your original queue (maybe). its better to send it back and take chance than no chance.
 
Wait and watch or else if you can arrange another copy of Ielts Then send another application package.
