CIC usually will not accept additional documents until you are provided a client ID for them to refer to. Since, your application reached on 29th May, you do not have a client ID till now as they are still processing May 23/24 applications (as evident from the people receiving news of CC charges from that date now). Hence, the email.
 
I have sent email on 25th July, I got response yesterday i.e 29th July 2013.

this above link is a help and answer in FSW section. so it is particular about FSW program.

THERE WAS A NOTE..WHY ELSE WOULD THEY RETURN MY FILE WITH PHOTOS IELTS AND PCC and why would I assume it was rejected for Schedule 3 when there is a note??

If you want to start investigating people's personal application, you should work for FBI..And its better to ask someone directly than asking some one else to ask me..LOL..Or ofcourse you can snoop like Wikileaks

There might be a confusion from your part. Maybe you oversee Calgary as the applicant's destination whenever he comes to Canada.

My husband applied in 2011, and got uci and then got rejected due to insufficient funds. He was in canada as student for 2 years and worked there for more then a year. Incase if they dont consider the additional docs now. At the time of opening my file will they consider my husbands family info, as they might get it thru their database?
Please throw some light?
