From Visitor to Permanent Resident

Hello friends, i need some guidance!
I have a friend that came to Winnipeg with his wife and child they came as visitors that expires in 2020. But they would like to apply as a Permanent Residence. They have been here for almost 3 years going back and forth. Is this possible or even allowed?
Anything is appriciated, thank you

CORRECTION:
I have spoken to my friend he said that he had apply for business application he was 2 points short on the exam/test so he was not qualified to be in the business section.
After that he is now wonderig can he just apply to be a PR while he still here??

In order to apply PR, you have to be qualified for one of the immigration streams regulated by Canada Immigration Law, and unfornately, being a Visitor in Canada doesn't qualify your friend to any of them.
