frend got refusal plz help him

my frend has submitted application in April 2010 in june 2010 he got first approval
In march 2012 he got refusal that his job description dose not match with the NOC list
as it matches 100% with the NOC. and few duties are more then the NOC

isnt it amaizing that after 2 years they are responding like that

is there any one to guide (what my frend should do?)

What is your friend's Visa Office AND what does his Ecas says? Is it RBVO or In Process?

his application is in UK office he is pakistani aplicant and i beleve it is processed in UK ofice
online satus is not sure till yet
