Forum experts please...what is "Leave Application"?

Hi all, The dark tunnel is getting from bad to worse and I haven't heard from CIC since I did Fingerprint last July..when I contacted my lawyer, he said we can file the leave application and see what would happen. The fee for our office to do that is $750 +HST. He said that he would basically summarize my case and let the court know that we are planning to file a record for my case. I do not need to continue with this application as the lawyer will only do it to try to speed up the process. If we do not hear back then we can decide if I want the lawyer to file the record (mandamus) and pay the other fees. Here is my timeline:

Applied: August 2011
RQ: August 2012
Mandamus: Sept. 2014
Test: October 2014
RQ after Test
Referred to CJ: December 2014
Fingerprint: July 2015

It looks like the "leave application" is the first legal step before another legal procedure that follows (Mandamus in this case?).
